    What board?!?!?!

Mine is an ATI AIW Radeon, and I know that even more than bitrate, the Motion Estimation Quality makes all the difference in the world...

  3. the other thing is what you're capturing for. you can capture near-DVD quality, but not at VCD or SVCD bitrates. better quality is achieved with an AVI capture and an offline (post-capture) encoder, since the lack of a real-time restriction allows them to be a little more accurate and also allow filters to be applied that just aren't practical in realtime (unless you have a professional level hardware encoder)

  4. So what you are saying is that I should capture to an avi with a very high bitrate, and then encode to an SVCD with a lower bitrate?

Yes, that is what he is saying. Capping to raw AVI and encoding with TMPEG or Cinemacraft Encoder will give you good results.
