I have this .3gp clip which i would like to increase the audio its 3GPP AMR voice is there a program to let me do this

Hmm... I'm not (personally) aware of anything that would allow you to modify/edit a 3GP audio or video clip directly. You'll probably need to convert it to something that can be easily edited or normalized, like a WAVE file, then encode a new 3GP from the result.
(Note: I suggested WAVE over more compressed formats like MP3, above, so as to avoid degrading the sound further.)If cameras add ten pounds, why would people want to eat them?
