Is this a DVD you already have, or one you are building ?

If it is one you are building, what authoring software are you using ?
The term usually used is First Play Item, but it isn't always obvious how to set this up.

If it is a disc you already own, you will have to rip it to your HDD and use PGCEdit to change the first play links inside the DVD structure to point to the menu, then burn a new disc.

  3. Hi-
    5. Note – If you want the DVD to start at the menu but it actually starts directly with the main movie, just let it run through until it gets back to the main menu.

It'll save time if you skip forward to the last chapter on the disk and then let that play until it ends and goes back to the menu.
