VLC actually can view and capture analog TV tuner streams. Saw the feature, but never quite realized how it worked before.

I tossed the Norwood Micro TV Tuner and put in my old but working Hauppauge WinTV-Go, and just remembered VLC has a capture function, so was wondering how that'd work. Opened VLC, opened capture device, set a few things, and VOILA, I'm viewing TV in VLC! (though for a few moments I was confused as I'm getting "echo" in sound, as both Line-In and Wav Out is playing back the audio stream, albeit WAV OUT is about 1 second late.

This is a benefit since VLC can do "wallpaper mode", which displays the playback UNDER everything, and my TV player can't!

Now to see if it can capture the stream to a file...

I have similar issue, where my Pioneer DVR-220-s is connected to one of
my capture cards (have several in my pc) and when I turn on the 220-s
unit, the sound is on by default - LINE IN. I just mute it, and the sound
is no longer in the way. I do this when I don't want to turn the 220-s
unit off, but want to listen to my pc sound card source.

kschange, go into your volume control (double-click speaker'con) and just
[x] must Wave (I think it's wave that does this)

Actually I did the same thing you did: turned off the LIne In. The WAV is the correct soundstream.
