You offer no information about the source movie (whether store-bought DVD, home-made video, a download, etc.) or how it was authored (i.e., what software created the DVD navigation structures). We don't know if you even have any DVD-compliant MPEG-2 files in .vob containers. There are numerous remedies to erroneous button navigation commands, but we have to know a whole lot more about what you have, before we can make specific suggestions. This would better help us pinpoint why the Play button is not working in the first place. (Did it EVER work in the past?)

Open it in DVDRemake and find out, whether or not is that menu in the same VTS as your movie. If it is in the same VTS, right-click on that button (for highlighted menu cell, in video preview window) and select 'edit button command'. Then use 'Jump VTS Title#' of Jump/Call instructions in dropdown.
In case the menu and the movie are in different VTS's, use indirect command instead: create a new PGC in VMG and add a pre-command to it 'Jump VMG Title#' (find out that # in VMG titles of the DVD tree). Correspondingly, that button must have the command 'Jump VMG PGC#'.
If that menu is in VMG, it is always enough to edit button command into 'Jump VMG Title#'.

DVD tree (in form of folders) is in the left pane. Right-click there and select 'expand all'. Just below 'Video Manager', under 'menus' you'll see the existing PGC's. To create a new empty one, right-click on menus line and use 'Add PGC'. When you highlight the line with new PGC, you'll see 'Pre-commands' tab on the right. You can add commands there from right-click menu. 'Jump VMG Title#' command is in 'Jump/Call instructions' subset of dropdown.
find out that # in VMG titles of the DVD tree
To find out the title#, find your title's PGC (e.g. by file size) in a VTS. Go to VTS 'Titles' and look for 'VMG Title#' record. Use that number in your command. To be sure, you can then look up that number in VMG Titles as well, it must point at correct VTS and correct title# in VTS's internal numeration (that's a different number, don't mix it up with VMG Title#).
