when i burn vcds.

I've burned vcds before and they work fine, and i jsut recently burned jurassic park3 and when i put it in, it like is black and white and it flickers the whole time like the screen moves up and down, is there something wrong with the movie or my player??

I presume you converted these movies yourself? It sounds like you're experiencing a NTSC clip on a PAL system or exactly the opposite. If you encoded it yourself check the template and settings you used. If you downloaded it from the net, I presume it was a different encoded file that what you used last time.
