When I rip a DVD and use TMPGEnc to encode it to SVCD the output file has a lot of background noise. I've tried using Toolame to encode the sound but it's the same :/.
Can anyone help me out plz?

I assume you are using dvd2avi to frameserve. If so test the wav file it creates and see if the noise is there or not. If not then at least we know for sure TMPGenc is the problem.
The problem is almost certainly because of TMPGenc's frequency changer. This has been known to do all kinds of things with audio. The solution is to either use dvd2avi to convert from 48kHz to 44100kHz or to use an external frequency changer from withing TMPGenc. ssrc (shibatch encoder) is regarded as one of the best tools for the job.
