make animations

I was wondering if there is a program that can create animation's, such as if I have a nice background (sun,lakes,flowers).and make it animate. I hope this makes sense.
In the future I plan to edit wedding movies for friends. I use premier or and Nero.

Programs just stack the images so the gif will flip thru them
You have to make your own images or modify others
There was a lame 3d program that showed different angles of basic things...like a frog
