set in and out points and number of frames -- go through the manuals ...... note that some rendering takes minutes to hours per frame

Ok then how do you know how long the animation will take? will it depend on the number of frames? i mean after you render it and put it through after effects, how do you know the time length of the animation when you make a certain amount of frames and how much it will turn out after u turn it to avi?

Have you done any reading on video at all ? Or have you just downloaded Maya from somewhere because someone told you it was cool ?
Video runs at a speed set by the number of frames per second. PAL runs at 25 fps, NTSC at 23.976 or 29.97 fps. Working with PAL, because the math is easier, 1 second of video requires 25 frames (or images). 4 seconds of video requires 100 frames. And so on.
You need to work out how long you need your footage to be, multiply it by the framerate, and you will get the number of frames you require. If you have already created an animate and don't know how long it is then take the number of frames it runs (consult your Maya manual to find out to do this, as well as how to output properly), and divide it by the framerate. This will tell you how many seconds the video will run.
People who use Maya professionally will rarely render to avi. They render to still frames and put it together later. This way, if the render gets interrupted they don't have to start the whole thing again. It also makes it easier to repair a few frames if necessary.Read my blog here.

rendering with maya usually is done with render farms -- often a 100 cpu's (or more) -- just to render a few minutes of animation .....
