Several thousand possibilities. Absolutely impossible to make even a wild guess from the extremely limited information given.
Perhaps if my crystal ball comes back from the repair shop I may be able to magically divine a possible answer.
In the meantime, do some reading and hopefully you will get some idea of the type of information you need to provide in order to get something approaching a workable answer.
Most likely answer is you downloaded a piece of crap encoded by an idiot. -

Source of Video?
Type of Video?
Framerate of source?
Framerate of encoded video?
Bitrate used?
Software used to encode? Settings used?
Software used to author?
Have you ever successfully encoded a similar video, using same methods and playback device?
Could you provide some clue about what you started with, and what you did, so that some reasonable estimate could be made of what is wrong? If I did not make it clear, let me spell it out for you.
WITH THE INFORMATION YOU HAVE PROVIDED, IT IS NOT FREAKING POSSIBLE TO FIGURE OUT HOW YOU HAVE SCREWED UP, OR EVEN IF THE VIDEO WAS SCREWED UP BEFORE YOU MESSED WITH IT.
I will go to significant effort to help you solve your problem, but you must provide something to work with. If you want to argue with me or just whine like a baby, I am in the mood to tear you a much larger one than you already have. Your choice. -

What is needed is some useful information. I was hoping sarcasm would illustrate this rather than just calling you an ignorant moron. You may or may not be a moron, but on the subject of video encoding, you have proven yourself to be ignorant. This is not a necessarily a bad thing, but a total lack of effort to change the situation is.
I am not interested in your opinion, I need absolutely nothing from you. You, on the other hand, are in need of information that I possess. Nobody here is paid or rewarded in any way for helping you.
The fact that you do not know what information is required indicates you have put forth zero effort to read the FAQ, as you are requested to do, do a forum search, or read any guides.
My captures, Divx and Xvid conversions, and many others, look and play great. This did not happen by accident or dumb luck. It happened because I have read and studied DOZENS of guides, and read THOUSANDS of posts.
I have tried funny, I have tried nasty, I have tried dry and factual. I specifically spelled several items you need to supply. You have failed to provide any useful information whatsoever.
I do not care if you or anyone else thinks I am 14 kinds of *******. I am actually 37 different kinds.
I am not interested in making you happy, or building your self-esteem. Nor am I interested in helping anyone who is too lazy to provide even the most basic information, other than simply whining "WAH, somebody help me!" I don't care if you don't like it.
You will not get an answer to your problem until you give the information requested, and quite a bit more, as well.
