If you have not seen my last posts I am trying to take a PAL DVD and make an NTSC copy with the best quality. Over the past few weeks through your suggestions and trial and error the best method seems to be to rip and convert the VOBs then re-encode them and reauthor. This is great as I want to add my own menus and stuff.
The thing is, I use TMPGEnc (Purchased the Pro version) and the first time I forgot to set the quality and when I realized this I went back and changed it from "motion sensing" to "highest" quality. Oddly enough the highest quality setting produced a blurrier image during motions. This is a live concert so there is a lot of motion.
I own several other encoders but do not see how I can use them. I own a slightly dated version of CinemaCraft encoder but that seems to only want to encode AVI's.
I guess at this point I am wondering whether or not I should start over or if I am over encoding or doing something else wrong.

You probably accidentally changed some other setting in TMPGEnc that caused the blurriness. Maybe you enabled deinterlacing, or didn't resize as interlaced (assuming it was interlaced video you started with), or used too low a bitrate.
TMPGEnc's highest motion search precision is usually a waste of time:
