Problem converting DAT file to MPG

I use VCD Gear to convert the DAT file to an MPG file.

My problem is that frequently, after the conversion, when I try to open the MPG file in TMPGEnc, I get a message saying "Illegal MPEG Video Stream".

Why does this happen and how can I get around it?

Any help will be appreciated.
