Is there any mpeg encoder that can figure out and encoder a target file in the same bitrate as the source one?

Use biterate viewer to see what the biterate is, then set your encode accordingly. As far as I know, there is no program out there that can do it automatically.
It doesn't really matter though, you're still making a copy of a copy so you will have *some* quality degredation happening. If it's size you're concerned with, use biterate calculator to determine what rate to set.
