When compressing a movie using DVD Shrink, is the bitrate changed as well? I know Shrink does Interframe as well as Intraframe analysis but I don't understand how or if this affects the overall bitrate.

It would have to depending on dvd length and media size used.

DVDShrink and all transcoders remove unneeded/repeated data from the GOP.
Here's a decription from afterdawn.com:
"Transcoding or more specifically Compressed-domain Transcoding means normally a re-encoding process that changes the video or audio features, such as resolution or bitrate, by changing parts of the a/v content, but not by reconstructing the content again (which is the case in encoding process). Compressed-domain transcoding also maintains the format of the file same as in the original file."
Transcoding is sometimes confused with encoding.Encoding usually involves changing from one format to another(eg. AVI->MPEG).
