Primarily converting DVD Rips to VCD/SVCD, I would like opinion on the very best audio encoder to use. I'm tired of using TMPGenc's standard one, and am aware from other posts that Toolame can be used to improve things. Pinoy's DVD ripping guide suggests (VOB2AUDIO + SCMPX), given that most of us will probably have surround sound in the future is this not the best method to use? My existing setup sees me listening via 1 set of stereo speakers.
Last but not least, recent posts have indicated that downsampling audio for TMPGenc's requirements can create a metallic noise. I think I recognise this, so hence the importance of this question.

You have a few options for downmixing. Vob2audio, azid, and graphedit with direct show filters. All of these methods are relatively close in quality and are generally considered the best methods to use, quality wise. Dvd2avi's decoding is good too but is generally considered lower quality than the previous ones mentioned.
For downsampling your basically ok as long as you don't use TMPGenc to do it. There are a number of dedicated downsampling programs which can be used from within TMPGenc. From what I have read ssrc is considered one of the best.
For encoding to mp2 toolame is probably the best encoder to use. You can also use this though TMPGenc.
For my method I use graphedit, ssrc, and toolame.
