Hello I want to buy a desktop dvd recorder to transfer some VHS and DV tapes to DVD. My question is this: Can the recorders burn DVDs to Region 0 (Region Free)? If so, is there a cheap recorder (under $300) that I can purchase at a store that can do this?

I don't think you have to worry about region coding at all when making DVDs. I've yet to see anyone have such problems.

I only ask because I have a friend in the Ukraine who I want to send some DVDs to. She will be watching them on her computer and not on her TV dvd player.
So what your saying is then I should have no problems then?

I know in PC authoring, most (if not all) authoring programs will burn to be region-free. I know Nero does that. I can't see a DVD recorder being restricted to burning one particular region code. They have to honor the region setting on discs being played, but there would be no reason to restrict the disc being burned to one region setting.
Perhaps someone more qualified than me to answer can either back up what I'm saying or refute it altogether -
Your friend in Ukraine will be OK playing and watching your DVDs. I sent some DVDs with my research work presentation to Russia, Poland, Finland, and received no any feedbacks with any complains. All recipients were able to watch DVDs and experienced no single problem. But I'm not sure if they watched them on set-top DVD players or on PC's DVD-ROM. Sorry, I did not ask
. If in Russia they were able to play and watch DVDs made on NTSC/Region-1 DVD video recorder, I'm sure your friend in Ukraine will have no problems play and watch them also. As far as I know Ukraine has the same TV and Video system as Russia - PAL/SECAM (or MESECAM) + Region-5. And my DVD video record is JVC.
PS: I doubtful that set-top DVD video recorder applies any regions. -
Standalone recorders, and DVDs you burn on your computer are region free.
Format (NTSC, PAL, SECAM) is not the same as region and really has no relation to the region code. If your friend can watch NTSC format then she shouldn't have any problem watching DVDs you send her. -
you CAN specificy a region for the output disc in dvdshrink, but i personally dont think many(if any people at all) change the region that it defaults to (region 0) there's just no real point in doing so, unless you were gonna release it commercially, and even so, you may as well just use region 0, since the protection can be broken REALLY easily these days.

hi! I have a problem.... time ago I bought a dvd from Spain and the region is PAL.. but I like in USA and I can see the dvd in my dvd player Panasonic...
I want know how can I make the cd dvd region free I used the dvd decryper for pass the files to my pc and after used the DVD Shrink 3.2 and selected the region free and burned the new dvd... but when I try to see the dvd in my dvdplayer said that the region is PAL....

You're confused.
PAL is not a "region". PAL is a format of video. Regions are numbers like 1-8 and 0 (also "free" and "all").
You cannot make a PAL disc with what you have. Your friend needs to be able to play NTSC discs, that's all. And he/she probably can.Want my help? Ask here! (not via PM!)

As lordsmurf stated, your PAL DVD is a different format than the NTSC format used in the U.S. You need to use an application on your computer to transcode the movie from your decrypted DVD to NTSC and then author and burn a new NTSC DVD. Or just play the PAL DVD on your computer because a computer works with either format. Or you can buy a DVD player that plays both PAL and NTSC DVDs.
None of this involves a standalone DVD recorder, so you might get more help in a forum that discusses authoring DVDs on a PC. -
