    I'm compressing video and making Flash video files.
    Unfortunately, a very small part of the video comes out blurry.
    I have someone talking froma small distance away.
    Their lips seem to be *mashed up*!
    There's blurriness around this area.

    The orignal raw footage is OK.

    I'm kind of pulling my hair out over this one.

    Any help would be really appreciated.

    Too much compression. Your bitrate is too low, so detail has been sacrificed to meet the target and keep size down. Increase the bitrate and you'll keep the detail, but at the expense of file size.
