  1. I have a few NTSC VHS tapes and I live in Germany . so since my gear mainly works with the PAL standard, I have problems capturing the NTSC tapes. I have a VHS player that supports NTSC playback, but my camcorder can not capture the NTSC correctly.

    what hardware would be best to capture to NTSC? should I just import a TVcard from the US?

    Just about any capture card thats decent will let you capture pal or ntsc and you can buy it locally,check the capture cards list in the left menu.Just recently i captured pal video to my pc and it worked no problem.
    I think,therefore i am a hamster.

    johns0 is correct. Capture cards are more flexible when it comes to NTSC/PAL capturing.

    Before buying your capture card, try to read some reviews, google for some answers. The majority should handle both formats.
