My DVD player doubles up the VCD resolution to DVD resolution, which means that the blocky bits when stuff moves quickly end up really big and the picture is more blocky aswell because it was doubled up resolution (I don't think it's very good at MPEG1 decoding 'cos it looks a bit worse than the software DVD player plays them on my computer, which also doubles up the resolution)

It could be your DVD player. Unless your files look that horrible, check it out on a computer first, if they look just about as bad then it is the mpeg's.
Other than that, Apex has at least 2 versions of the 500a, a good one (lucky me) and of course a bad one. There's quite a big difference between the two decoder boards. A family member of mine owns another 500a with different chips than mine, and VCD's that work and look great for me, hardly get reconized in his player. When they do, it's worse than a 10 year old VHS. You can even see *hairy lines* in DVD's. I'm pretty sure it's on par with the 500b models.
If your after great VCD playback, you might want to look into buying a VCD only player, or at least a better DVD player.
