It keeps saying its illegal. How do I get past this? Is there an easier way to burn avi/divxfiles to dvd? Or is there a better program to use to make functional menus that you can move around in?

TMPGEnc DVD Author doesn't contain an mpeg encoder. You'll have to encode them into MPEG-2 before TDA will accept them. See the Tools section at the left side of this page for programs that will do that for you.
