Years ago when I burned one of my own films onto VCD, I authored them slightly incorrect audio-wise.
I edited in Premiere from DV footage at 32kHz. However, I imported music tracks at 44.1KhZ, exported the final movie as an AVI at 32kHz and then converted to a VCD-compliant MPEG using TMPGEnc. This resulted in the music having a rather annoying, sustained ringing sound over it. No one really notices but to me it stands out like a sore thumb.
My question is: is there any way to reverse this trait? Or has anyone had any similar experiences? Needless to say, for a while now I make sure all my frequencies match when I edit!

You could extract out the audio and try running it through Audacity. Play with the filters and see if you get any improvement. It's a free program.
Usually this type of audio filtering degrades the audio somewhat, but it's worth a try. Other pay programs may do better.
