Warning: My problems are always bizzare.

Probably in next 6 months i will buy a dvd-burner, but not now. Before I buy it I'm planning to keep my videos on my PC but not in DV format because it is too big. Ma plan is to:
    1. Turn DV file into variable bitrate mpeg file with quality quantizer 2 (is it ok?).
    2. The file will be splited into 700 MB segments.
    3. I need 700 MB segments because I will often copy the MPEG files on cd's to share it with people (for video editing purposes).
    4. When I get my own DVD burner I will make the video's into DVD's and delete MPEGs from HDD.

The question is: is it possible to make the 700 MB MPEGs to 700 MB VOB's and author them to DVD? Or do VOB's need to be exactly 1 GB? I need 700 MB vob's because I will often rip them back to mpeg and record on cd's to give it to people who don't have dvd-reader.

DVD(vob) on CDR is called miniDVD. Some standalone DVD players suppport miniDVD playback. Nero's burning program includes a miniDVD template in it's CDR burning module. Most software players, like PowerDVD,will play a miniDVD just like a normal DVD.
An mpeg can certainly be authored to 700mb's for burning as a miniDVD.

That would be great for giving it to friends who don't have DVD player but i'd like to record them also normally on a DVD for my personal purposes. Is it OK (possible) to have 700 MB VOB's on "normal" DVD?

Yes,you could burn a series of 700 mb vob onto a DVD. Each one would be a separate VTS and if authored you could select which to from a menu or let them play in sequence.
