I recently bought a Kworld MCE-200 card, and the video is blurry. Especially on video games it looks bad. Kworld told me this is because I need a better video card. I only have the Intel on-board video. Should I buy a new video card? If so I was looking at the Radeon 9250 pci, since I have no agp slots.

How about a Hauppage 250 pci? That would seem to fit the bill nicely.
Your on-board graphics should be ok since it really won't affect the capture process. It only comes into play when rendering fancy 3d menu stuff during the dvd authoring stage.
