when i tried to add a m2v file (created from TMPGEnc), i get this error message:

*The video sequence header is incorrect.

The video sequence header is incorrect.
A video sequence header is necessary for every GOP in a standard DVD.

When i look back on my TMPGEnc settings, the output interval of sequence header is on zero. Should i actually change this value?

Beside that error theres another one thats less critical:

The video GOP is too long.

The video GOP is too long.
For a standard DVD it is necessary that the GOP fulfill the following condition:

Max 36 fields (18 frames) (NTSC format only)
Max 30 fields (15 frames) (PAL format only

I was wondering if someone can explain to me what that means...(p.s i read the help section in DVD author...but that didnt help much...)

Lastly, i was wondering if i wanted to view a media file on a TV and also on a computer, can i actually stretch the size (640 x 368) to fit the NTSC fram size (720 x 480)? I know doing so will lower the quality, but would it be noticeable on an anime episode? What are your recommendations?

Change the max number of frames in gop in tmpgenc, to 18 if NTSC and 15 if PAL.
    Read http://dvd-hq.info/Compression.html#GOP

Yes, you can resize to 720x480. You wont notice that big different. ( For best resizing use virtualdub or avisynth with lanczos resizing and then frameserve to tmpgenc. )
