Hello,
I have edited some wedding videos into one mpeg using Ulead VS8. I would like to scan some photos and have a picture gallery from which people could copy and burn onto cd for printing at their local photo store. Is this possible with Ulead or any other (preferably free) products?
Also, the mpeg2 file I have created becomes over 6 gig in Ulead, too much for the dvd. what must I do to compress it to under 3?

Start slow, aim high.

just about any video editing software will do the slide show. Ulead VS8 should do it.
What I would do to make the video fit is, I would author the DVD, have the program write the finished DVD to your HD as an ISO file. Install Daemon Tools (free), load the ISO file in Daemon Tools and then rip and encode it with DVD shrink (free) or with Instant Copy 7 (not free).
You could also have your authoring software output the DVD as folders and then use Shrink or IC7, but I prefer to output as an ISO.
