My DVDLab Guides -
I've got one called Edit Studio. I've had a play with it and although it doesn't do as much as I need, it's still pretty good and straightforward to use. The current version 4 isn't free, but I got a free, full function version 3 on a CD on the front of a PC magazine.

try VirtualdubMod, then - it will handle mpeg as well as .avi.
even if you go with another tool, download Virtualdub and keep it around - it's the Swiss Army Knife of video editing, I've found it's saved my bacon multiple times.- housepig

Therefore, MPEG isn't the best format to be doing your editing in. If you can, get yourself an AVI of the footage you want to edit, edit in AVI and then encode to MPEG.
If you can get AVI of your footage, all the links above referring to editors will be of use.
If you're stuck with MPEG, check out VideoReDo. Go there from the link on the homepage (near the bottom), that way the site gets a pay back I believe...There is some corner of a foreign field that is forever England: Telstra Stadium, Sydney, 22/11/2003.

but it is not possible with the software mentioned to edit frames....e.g. to make an unwanted person intruding the video to disappear...
