dvd cropping problem

i have some mpg1 files i would like to put on a dvd.
i am using magix video editor, which has a dvd authorer in it.
the mpg1 is 352x240 which is what i used to put on a vcd.
when i burn it now if crops off the sides. i would rather have black bars at the top and bottom.

is there a good free dvd authoring program that allows for fairly complex . (i want to have many folders and subfolders)

or is there a good way to make magix burn the dvd with black bars instead of cropping?

or is there a good program that will add black bars to my mpg1 without re-encoding?

try converting the files using tmpgenc from mpg1 vcd format to mpg2 dvd format first
