I just got a home made DVD from England and it rolls ( vertical will not hold) on my tv. When I play it on my cpmputer with Power DVD it works fine. It is not a ripped DVD but an unprofessional home movie. Could it be PAL and not NTSC and if so why does Power DVD play it and how can I convert it to NTSC. I tried a straight rip and burn with DVD Decrypter but it makes no difference.

It is probably PAL format.
A computer monitor is capable of PAL and NTSC but USA model televisions can only handle NTSC.
If you want to watch it on a regular TV then you either have to convert it to NTSC and burn a new NTSC DVD-R ... or ... you can buy a DVD player that plays PAL and converts to NTSC on the fly.
A popular inexpensive choice there is the Philips DVP 642 which many retail stores sell for $69.99 + sales tax or use PRICEBRABBER.COM and order it on-line for as little as $62.99 with free shipping (I just checked).
The benefit of having the Philips DVP 642 is that is can easily be "hacked" to be made region free and with it's excellent built-in PAL to NTSC conversion you will be able to play any DVD from anywhere in the world.

There is probably an easier way but I know this will work:
Rip the DVD to your HDD using FILE MODE in DVD Decrypter.
Open up one of the VOB files in VirtualDubMod.
In VirutalDubMod go to FILE then FILE INFORMATION and it will tell you the FPS and frame size.
NTSC is 29.970fps 720x480 and PAL is 25fps 720x576
Actually they can be various different resolutions since it is "home made" but PAL is always 25fps with a hieght of eiher 576 or 288 whereas NTSC could have a height of either 480 or 244.
