I live in the US and use a Panasonic DVD player.
Will I have any problems paying a Region 0 DVD recorded from a PAL video source.
If yes what will the problem be?
Are there any DVD players that can play the above as well as Region1 NTSC DVD's?

On the region side, there are no problems. However, its the NTSC/PAL issue that will be causing you problems. You have to ensure that your dvd player (and tv) are capable of playing a PAL source.
If not, i guess you may have to go through the process of converting (re-encode) your movie from PAL to NTSC -

If you have a pc dvd-rom it will play pal without any problems. As waheed said though, your dvd player has to be specifically designed to handle the different format.
Converting it yourself is a TIME CONSUMING process. Do a forum search for "pal to ntsc" and you'll find lots of info if you need to convert.

If you're lucky it might play, but it might have audio sync problems if it does.

There are many DVD players that will play both Pal and NTSC. I bought the Phillips 642 to do just that. It was fairly cheap but you do lose some quailty with it.
