Hello, most dvds let you choose if you want to see
the movie in widescreen format or fullscreen. Is there
a way that i can do the same when making a (dvdr). I
use TMPGEnc author, also what about zooming in and out
of the picture, just wondering.

You would have to rip both versions of the film, encode them so that they will fit on 1/2 a disk then author them so that you have a menu to choose which version you want. The problem is that you would only have 1/2 the space for each version, so you would have to drop the bitrate and resolution in half when you encode and the quality would suffer.
My 2 cents - Why do it anyway? Fullscreen is crap. You miss 1/3 of the image and the picture is completely butchered. Don't bother.
