What do you mean with "..doesn't move smooth"? Do you play it with a software or standalone player?
CCE as well as DVD2AVI can not resise to 480x480. Use Avisynth, VirtualDub or even TMPG to resize.

    yes, create the dvd2avi project.
If you use Avisynth, load the mpeg2dec plugin and use the .d2v as mpeg2source. Frameserve to CCE.
If you use VirtualDub, convert the .d2v with VFAPI and open the *vfapi.avi in VirtualDub. Resize and frameserve to CCE.
If you use TMPG, load the .d2v as video source, resize by setting the correct source aspect ratio and output aspect ratio and save the TMPG project. Convert this .tpr with VFAPI. Open the *vfapi.avi in CCE. This method is not recommended, on the other hand it works with CCE 2.6 too.

btw, cce isn't as feature rich as TMPG or LSX, so you have to pay attention to few settings only. Read the manual, that is quite straight forward. It is more important to prepare the file, that you want to encode, well. For resize, subtitles, noise reduction or whateverfiltersyoulike use Avisynth or VirtualDub.
