When does DVDDecrypter use the buffer when reading a dvd. I seems it always uses the buffer when writing to a dvd

Reading from the DVD and writing to the drive doesn't require a buffer because the hard drive doesn't require data at a given speed. Writing (without a buffer) needs constant data or the burn will fail. If you don't have a buffer and errors or increased disk access prevent the drive from having enough available data to write the next block on the disk, it will error out and you'll have a coaster. For example if you're writing a disk at 4x, the DVD burner needs 5,400K of new data every second it's writing.
Nothing can stop me now, 'cause I don't care anymore.
