Is there any way to play a burned pal dvd on my Toshiba sd 9200 and on my toshiba svc391? On the 9200, it say"not ntsc". On the 391, it says "incorrect disc". However it plays fine on my computer and on my Toshiba sd 4900.

I do not know your player but most player in the US play NTSC DVD only.
Computer players, in contrast, can read both PAL and NTSC that. hence the reason why you cannoy play on your standalone but can play in your computer.
If you really need to play your DVD with your standalone, you need to convert it from PAL to NTSC. There are few guides on the left. -

ALWAYS try to hack or flash your DVD Player(standalone) FIRST.....converting a DVD from PAL to NTSC(and vise versa) on a computer is a ROYAL PAIN IN THE A$$.

Alot of DVD Players have an unknown(ok....hidden) code you can punch into the remote to switch the output from PAL....which is what your disc is now....to convert it to NTSC so that your NTSC TV can display it correctly.
There is no guarantee that your player will have such a hack but look to your left and you'll see DVD Hacks.....just look for your make and model number and you might get lucky.
EDIT:
Looks like you are out of luck....most "brand name" players are difficult to hack:
