I had converted a few fansubbed anime into mpeg 1 format, for viewing purposes on my tv. However, the vcd played on my tv has the subtitles cut off. May I know what is the reason, and what must I do to avoid this from happening? RIght now, the image is cut off at the top and bottom on my tv.

Yes, that's how how it works. It's called overscan, and completely baffles every noob.
All TVs does this, and the way to avoid important stuff getting cut off, or left out of the picture alltogether, is to move it closer to the center.
If the subs are permanent, only solution is to add balck borders top and bottom (and even left & right, 'cos thsese sides get cut off too) when encoding. How to accomplish that, depends on your method of converting ??? to mpg1.
