I've converted avi to dvd using DVD2SVCD and TMPGEnc. When I play dvds on my Magnavox DVD player, the audio and video become progressively out of sync. I can fix the problem by pressing fastforward or rewind, but it is annoying.
Here is the catch, the same dvds play fine on my computer's dvd player. And there are some dvds that play fine in both players. The only difference I could find between avi files that had the problem and that didn't was the frame rate. The rate for those without the problem was 23.976 fps and for those with the problem was 25 fps.
Two questions from all of this, could this be the source of my problem? If so, is there an easy way to switch framerates? (I've only found complicated methods on the web) If not, what could the problem be, and is it fixable?

Possibly. 23.97 is a film framerate and 25 is standard PAL.
Try converting the PAL one to 23.97 and reauthor the files. -
Is there any easy way to convert the framerate? If so, what would you recommend?

You should be able to use TMPGEnc to set the framerate of the MPEG you save.
Here is a screen capture for the editor I use - MPEG Video WIzard. Yours should be similar:
You can see the scroll window where framerate is selectedTry 24.
