I was playing a video with VLC. But the video keeps lagging i.e. it also stops at a scene and after a few secs later go on to the next scene. Is this something with with my computer? or is it the player? I am quite sure the video is ok since other ppl who d/l it have no such complain.

Depending on the video format and based on your listed computer specs, I would say it's your computer. Some formats are very CPU intensive. And VLC can use a lot of resources.
Some highly compressed formats need a fair amount of CPU power. H.264 playback is one example.

You simply do not enough CPU or memory to play H264 at resolutions above 320 x 240. If your computer details are correct, what you have is almost a museum piece (although not the slowest machine here. Someone else was trying to encode on a 667mHz system).
