When I cut a movie with virtualdub the audio is being delayd, why?

VirtualDub has no mercy when it comes to audio sync. If the file has an audio offset then that offset will show up. This is good and will save you problems later.
Open the file, click File - File Information - and check if the video length (in time) is the same as or shorter than the audio length. If the audio is shorter then you have offset. This can be corrected by calculating the offset amount then putting that number in the box labeled "Delay Audio By" in Audio - Interleaving.
Example:
Video= 0:30.39
Audio= 0:29.90
Offset amount is 490ms
If you have an offset correct it before making the cut.

Does this offset build up over the course of the capture? In other words, is sound in sync at the beginning but then progressively out of sync as time goes by? I'm not sure what that figure represents.
I saw a comment elsewhere where someone said to keep sync it may be best to 'top and tail' each capture segment in VirtualDub, resave, append them all, and then frameserve, rather than append all the untrimmed captures and then cut stuff out with by marking sections and deleting. I have certainly had sync problems in the past when I have done the second.
I am putting some old VHS-C tapes onto DVD and trying to work out the best method for joining lots of small captured sections. Topping and tailing each section in VirtualDub, resaving and then appending all the clips, seems to be the best method, but is a lot more time consuming. Cutting encoded stuff together in Womble MPEG VCR is easier, but I guess I am losing some quality around edits doing it that way? Plus risking possible hiccups on some DVD players? Any thoughts?
