I had successfully the VCD conversion from 29.97fps AVI to 25fps PAL MPEG1 using TMPGENC.
The results differ from PC viewing and one from TV (Multi System).
View from PC, the screen same as those from original AVI, while the TV had top and bottom portion truncated (missing).
I tried convert it again to NTSC, and same bad results.
Anyone know what is the cause of this problem?

Could it be overscan? Every TV cuts out top, bottom, right and left portion of the picture - it's simply out of the viewable area. How much depends on make and model, but all leave some out. Most noticeable if you've placed subs at the absolute lower edge of the picture. "Real" TV productions make sure that nothing significant goes on at the edges of the screen.
