I think you have a problem with your video card. You might try to substitute a different card. Even a slow system should be able to play most video without problems.

The system idle process on your system is behaving properly.
I checked the utilization used by media player on my system and it varied between 5 and 35% CPU utilization (I was playing back an MPEG2 at the time).
Your problems could include video card, drivers, interrupt settings, codec problems, or hardware acceleration being disabled or misconfigured.
For starters, try a different media player (the DivX player for DivX videos, or Media Player Classic for example). Also, download and fire-up gspot to check which codec is actually attempting to decode a certain file type.
Perhaps you've got conflicts or a bad codec installed. Only install the codecs you need -- sometimes they can fight with one another and create problems. -
might wanna scan for virus's also, sounds kinda weird but i just disinfected my friends computer which had 2 trojans, and some really bad spyware running on his computer and it did some weird stuff to it.

i did try using media player classic, powerdvd, windvd, gspot etc. and the outcome are still the same!
