I have an mpeg1 that is 352X244 (4:3) and I want to put it on a dvd. Is there a quick way to resize or must I go through an entire re-encoding process with mainconcept or tmpgenc?

Well it isn't necessary. You should be able to put it onto a DVD without re-encoding.
Maybe I misunderstood. Is it really 352X244 (not 240)? If it is then there's no choice but to re-encode.
