I just received a live dvd of a band and in the introduction there was about
a 30 seconds video with black screen, sound and appearing text, similar to
that on a powerpoint presentation. I've found out that it was done on an
apple. Is there any software that allows me to make something similar in
windows?

I do the text on black in Photoshop (or any image editor) 720x480 as stills, then import the images to Sony Vegas, arrange them, then render them as DVD compliant Mpeg2. All it is is basic animation.
In Vegas you can slightly overlap them making them fade into each other or use one of the other transitions in vegas. Add the sound track and move and stretch things around to make the video match the length of the audio.( Actually, do all of this before you render it as Mpeg2.)
From there you convert it as a title set or add your movie then convert it to a title set (.vob).
I have just explained how I do it. You can do this with any number of video & image editors. If you want the text to move or do fancy stuff, you'll need something like After Effects and a lot of free time.
