Okay here is the prob. My bro has brought an import DVD which is in NTSC format. His player seems okay with this (it highlights NTSC when you put the DVD in) but I think his TV doesn't like it as it doesn't play right!
I said that I would copy it for him and in the process change it from NTSC to PAL so he can watch it without the pic flickering every second. Then I realised I didn't know how to do that!!!!
I have made backups of DVD's using all of the guides and I have changed an avi file from NTSC to PAL using virtualdub, but how will I go about this? I presume the first step will be DVD Decrypter but then what?

One majr important question first before you do anything. What is the source. Was it a 24 fps film dvd? Or an american TV show filmed interlaced/ntsc? Do not proceed until you have this information.

Its an original DVD that says on the back NTSC and 4:3 format - does this tell you what it will be or is there another way?

4:3 is the aspect ratio. We need to know the Frames Per Second, i.e 23.976, 29.970...

NTSC is always 29.970
what you mean is : does it have pulldown applied (i.e. a film source) .
if so (a film source) -- remove the pulldown flags from the mpeg2 file first .. then you will be left with a file with 23.98 FPS frame rate and is progressive...
you can then change the frame rate to 25 and encode. match back the audio with besweet or vegas or giold wave to the video.
if it is not a film source with pulldown -- its a little more tricky but not really a major problem ...
