im using dvd decrypter to rip some dvds but it is only ripping at like 5x-7x. is this normal?

5x-7x is good ! You will find that the ripping speed will vary from DVD to DVD depending on the complexity of the encryption. It will also vary from the inside of the disc to the outside. You should find that it finishes ripping quicker than it starts.
Again, 5x is pretty good already. 16x is only a maximum capable speed given perfect conditions (aka in a vacuum :P )If in doubt, Google it.
