Want to capture some VHS tapes; I need to do frame-rate conversion (NTSC-PAL, etc) so I think I really need to capture to AVI. Thus, I'm assuming canopus advc 100 is my best bet - correct?

Can I get away with advc 50?

I've done lots of pal->NTSC DVD conversions (pal-dvd in, ntsc-dvd out), using avisynth and TMPGEnc, and want to use the same general technique with these tapes.

    Thanks!

You can capture AVI with a $10 AVerMedia EZ DVD card.

If you will be doing PAL to NTSC (or vice versa) conversions then you need a rock steady frame rate from your original capture. Although I like my AverTV Stereo PCI capture card it can be difficult to get a rock steady 29.970 NTSC capture while keeping A/V sync.

So I think for your application the ADVC-100 is the way to go OR if you really have the money consider the ADVC-300 which is the same as the ADVC-100 but adds a built-in TBC along with other "goodies" such as a 3D Y/C comb filter and 3D video noise filter etc.

AT $169-us you may also want to look at ADS usb Instant Dvd-2.
external usb device accepts any analog input, hardware encodes to mpg 1 or 2. You select output as ntsc or pal. audio lock technology for perfect sync. bundled with ulead MF-2 and VS7se

very easy to use but OUT PUTS mpg, so if you are pro needing frame accrute editing of avi this may not be for you, But for non-techie users like me it is great.

To the best of my knowledge this device will only convert NTSC to NTSC or PAL to PAL

It will not do PAL to NTSC or vice versa

Since it encodes direct to MPEG-1/MPEG-2 this makes it ill suited if you intend to convert from PAL to NTSC or vice versa. You want as high a quality image as possible when you capture since you need to do the conversion after the capture so DV AVI is a better choice than MPEG-2 in this instance.
