Nobody will give you all the steps in one post, it's far to complicated and there's many ways of doing it. Basically you need to convert your avi to DVD compliant mpeg then author and burn. The guides section has all the detailed instructions, step by step. Try here.

I am a newbie to this forum, but I have been researching this since 02/01/03 and this is what I came up with. I use Honestech MPEG Encoder 5.0 to encode any file to DVD Format. It does the Audio and Video for you, very easy tool. You can get this at Honestechnology.com for $49.00. Then I use TMPGEnc DVD Author or DVD X Maker to do the authoring and burning to DVD. I like the DVD X Maker the best. The step by step wizard makes it real easy. Both are excellent programs though. They make excellent DVD's. Hope this helps you. Oh you can find a link for these last too programs in the tools section on this site.

The closest thing to an avi to dvd with simple menu creation that I know is called NEODVD.
The create function will let you input an avi, create simple menus, place chapter points, create the DVD folders and let you write them to your HD or to your writer.
They used to have a demo up to version 4 but I think it's now only payware.
I'm not saying it's the best (or not) but it's as easy as it gets.
