or you could try TINRA (This Is Not Real Anymore).
TINRA can convert Real files into normal .avi's with the codec of your choice. It only works in realtime (i.e. a half hour clip will take 30 mins to convert) - but it's a good program.
If you're going to convert to (S)VCD or DVD, it's best not to make an avi that is too heavily compressed.
I'd use HuffyUV to make your avi, and then encode that avi to an mpeg for (S)VCD or DVD. HuffyUV compresses the video a bit, but it's a lossless codec. You'll need a fair bit of discspace for the files it produces (thinking gigs not megs!)
Once you've got your avi, there are many guides etc.. here on how to proceed.

I want to do the opposite. I have an AVI file (I converted from VOB). How do I convert it to .rm?

you can use either adobe premiere, or sonic foundry Stream Anywhere
