No one has replied to your message because we all assumed that you would just look to the left and see under "HOW TO" that there is a link to "EDIT" video. In case you didn't find it, go here:

    https://www.videohelp.com/tmpgencedit.htm

there is a guide made specifically for your question.

If you haven't looked at the guides on this site yet, you should.

TMPG does not cut where you think it does from looking
    at the display.

What I do is open the video in Vdub and TMpGenc at the same time.

Find the place to cut with Vdub and type that timecode into TMPGenc.
It helps to seek to I frames in Vdub because TMPGenc can only
    cut right before an Iframe.

I think that would apply to bbmpeg too

I agree. Not the nicest way to answer your question (especially after 1 1/2 hrs.)

Try MPEG2Cut. Iwas having problems with it at first, but now it cuts exactly where I want it, with a preview window to boot. 8)

  7. The old version 1.x of Mpeg2Cut has a lot of compatibility problems.

Try version 2 - Mpg2Cut2 - which resolves a number of issues from Version 1, and adds a number of new features.

Download the latest version of Mpg2Cut2 at
    http://www.geocities.com/rocketjet4/

If you are having problems with Version 1,
then give Version 2 a try.

For cutting VOBs, I recommend the following::
    - "menu - Output - Preamble - MAXIMUM"
    - Also use "PVAStrumento" from Offerynto fix timecodes..
