ok well i downloaded a mpg and i want to burn as vcd
but the only thing is i need to lower the bitrate to accomadate my napa dav311 and it is already converted into a MPG
so it is ALREADY in mpg format. so how do i go about lowering the bitrate?
i only know that when converting from divx avi to mpg that you can lower bitrate. so how do you lower a bitrate from an mpg? mpg to mpg??

    someone please let me know?
do i convert it again into another mpg with tmpgenc?
