Strange massage converting .mov

I got a DV tape and refine it with Apple iMovie
and Export to DV quality .mov
Then I tried to convert it to vcd
I chose quick preset "vcd"
but instantly get the massage below:


Can't get text item 2 of "/Users/mariny/Desktop/thepress.mov". (-1728)

I am totally confused. What is this!!??

Try to set text encoding to "English" in the system prefs.

I tried changing the language order in the "international"
of system pref.
Is that it? 'Cause nothing happened.
or...?
