I Have a PII and so CCE doesn' t work.
Is there any way that DVD2SVCD can use TMPGEnc instead
of CCE ? In the package i have downloadet TMPGEnc is
included.

No, DVD2SVCD is setup only to use CCE. HOWEVER, if you let DVD2SVCD do it's thing, then stop it as it starts the CCE encode, you can load the AVS script in/with TMPGenc, and encode from there
Still saves you a lot of manual steps. You'll need to mux w/ bbMPEG and create images yourself.
